Shouldn't you read README.win32 first ? A quote from that document:
"Net-SNMP is NOT a drop in replacement for the Microsoft agent unless
the winExtDLL Net-SNMP extension is used (see the section 'Running
Net-SNMP as a replacement for the Microsoft SNMP service'). "

And in contrast you what I found in your proposal, no recompilation of
the extension agent is necessary when using winExtDLL.
