Could be a number of things:
1) the visual quality of the camera would be a factor -- what camera are you
using with the capture card?
2) the capture card itself will do a better job of capturing than most USB
capture devices
3) I don't know from the model numbers but depending on capture size, audio
encoding the 95 machine might mean that the cpu for capture encodigng
limited
4) What is the connectivity/bandwidth/capture size both ways?
5) Are quality slider settings the same at both ends
