Netscape plug in to run Activex components -- I think people have tried to
use it with NM activex with varying success.
I can't think of any other way to do this.

Using
"codeBase=http:/download.microsoft.com/msdownload/netmeeting/3.0/x86/en/NM30
.exe" should start a NetMeeting download if NetMeeting is not installed --
the only method of testing that I know of.
