You are correct.  Here is what I am trying to do:

I created an ILS server and want to distribute a pre-configured Netmeeting
(Using The NM Resource Kit) to all my clients.  This pre-configured version
will automatically log them on to my ILS server.  I will then have all of
our technical staff on our LAN/WAN log on to the ILS server when they are
availble for support calls.

I created a website that the client can go to and select the technician they
want to connect with.

Is there anyway I can get this to happen?
I am also looking at Microsoft Conferencing Server.  Any thoughts?

Well you might be able to port forward 389 and or 1002 to your ILS box ( I
have never tried this but logically it should work) -- that would allow
outside users to log on and view your ILS  -- but that will not allow you to
have outside callers call individuals behind the router ( which is what I
assume you are trying to do?)
