If it doesn't scan them, it doesn't know which fonts have which glyphs
in, meaning it won't make good use of them.

Font scanning is done there too; and just like NetSurf's RUfl does, it
is shared between all applications that use it.

The problem under RISC OS is that only two (that I know off)
applications use RUfl.
