well, ip_tcp(7P) man page has been exposing that ioctl for a few releases
(excerpts from the man page)
IOCTLS
    The following ioctl() calls may be  used  to  manipulate  IP
    network  interfaces. ...

    SIOCSLIFINDEX            Set the interface  index  associated
                                        with the interface.



this set some expectation of stability, and software outside Sun or the OpenSolaris community
may be depending on it now.
