If we can manage to figure an algorithm that does _not_ involve grotty
tunables, that'd be my first choice.  This is the sort of thing that
the OS should just handle without having to involve the administrator.

Both ndd and /etc/system are pretty hackish; if a tunable must exist,
perhaps this is an rctl instead.
