I know ... but, at the time we were doing this, I wanted to do it
"right," and that meant getting consensus to change the standard.
There was (as I recall) a particular three-letter company whose
representative didn't think that PPP was actually a datalink
protocol.  Even though it runs over physical layers and provides
service to network layer protocols.  :-/
