using a PPA ( the number after the driver name, e.g. qfe1000) > 1000, 
the VLAN is taken to be the PPA / 1000, and the instance number of the 
driver is taken to be the PPA % 1000.

Its fairly arbitrary.  It lets you use vlan 3 for qfe port 4 as 
something like ifconfig qfe3004 plumb
