I don't believe so. There's now a dependency between ipnet and bpf so excluding ipnet prevents bpf from loading. The alternative workaround is to find out why the ipnet devices are been used which can be done using dtrace and tracing on ipnet_open(). One unexpected consumer that has been seen during testing is snmpd which is opening /dev/lo0 and as lo0 is now an ipnet device the ipnet driver ends up been continually open and closed. Disabling svc:/application/management/net-snmp:default should stop that. Hopefully I'll put a fix back for this soon.
