ircd is in the mandrake contribs, it's probably available for debian, i'm sure. Or you could probably grab a src rpm for it ;) If you don't want to have the load on your machine, though, the IRCOPs on the starlink.org servers are great and it's a smaller network without all the problems of big ones like DalNET, etc. HTH Jerry.
