You must have missed my reply yesterday. That source you are using
ftp://ftp.wtfo.com/pub.linux/mandrake/updates
is not a valid ftp address. Just enter it in the URL line of a browser and you 
will see.

Try another one. I use this one
ftp://ftp.rediris.es/pub/linux/distributions/mandrake/updates/9.0/RPMS
It is nice and fast.
