I Checked and 'apmd' is installed. In the process monitor it shows as sleeping. Maybe if as a user I had rights to this process? But I tried to shut the computer off when I was actually logged in as root. It still didn't work.

APMD will usually manage your power-off function by communicating with acpi, but it may also shut your monitor down into standby mode after 15 minutes or so.
