This is why you are nearly always better off buying clone PC's for desktops.. all the clones my wholesalers supply OEM CD's...
As for laptops, a much harder concern.. I can however order laptops from several places with No OS at all, and then order a copy of XP or 2000 OEM to go with it... which solves the problem.
