I'm seeing the same thing here with Cooker. It actually started fairly recently. Resetting KDE seems to be the only way to fix it at the moment. I've submitted (I hope) it to the Bugzilla system. Right now, "show timezone" has America/Los Angeles checked (i.e., PDT) but it's off about 4 hours.
