If you back up /home, you do back up personal data, but usernames and passwords are held in /etc along with most (all?) system settings. Personal settings are in hidden files in the user's home directory, so don't forget these. If you reinstall, rather than upgrade, create users with the same names and in the same order as before, because each user has a consecutively issued id number and life will be much easier for you if these match.
