As I understand it, any program that is running continues to run until the 
next re-start, when it uses the new version.  You never need to reboot after 
an update, and you don't need to restart x - but if x has been updated it 
will not change anything until the next time it is started.  
Ctrl-Alt-Backspace will shut down the x server and allow you to log in to a 
new instance - much quicker and nicer than a reboot - but even that's only 
necessary if x has been updated.

Someone else will chip in if I've got any of this wrong.
