[newbie] slow connection speed

I am using an external 3Com ISDN modem that seems to connect to my ISP and work okay except that it is painfully slow.  Netscape shows a stall condition every few hundred bytes of download.  When I boot to Windows, the same connection runs fast.  Is there a configuration parameter that I'm missing?   Thanks
