The most likely cause is your W/D hd.
W/Ds very seldom actually operate at their rated specs. You would be all
right if you were installing 7.1, but 7.2 is unforgiving in its tolerance to
these.
You might have success if you tried the drive at 33 but I doubt that you
will ever succeed at 66.
