The desktop edition is for desktops where people do not normally use programs 
intended primarily for the console.  The download edition and the Power Pack 
both have full emacs, and you can obtain it by going to 
ftp://ftp.linux.tucows.com/pub/distributions/Mandrake/Mandrake/7.2/i586/Mandrake/RPMS
and downloading the rpms
emacs-20.7* should match all the emacs you are interested in.

Also, you might find this editor acceptable

jed-B0.99.11-4mdk.i586.rpm
jed-common-B0.99.11-4mdk.i586.rpm
jed-xjed-B0.99.11-4mdk.i586.rpm

It is emacs-like and a lot lighter in weight.

Moreover, the editor joe has a set of emacs-like bindings you can activate.
