Is there any way to verify that the cups server is installed and functioning?

I have tried to install a print server, and had the printer configuration window lock up.

Repeated messages suggest that the configuration program cant connect to the cups server,

 And suggest that I verify that it is up and running.

 

Using the Webmin program, I looked in the server section, and there is no cups server listed there.

The webmin program also locks up when I try to install a printer and gives the message “failed to saveprinter:

lpadmin failed lpadmin unable to connect to server: connection refused”
