I've had similar behaviour on 2006 when the machine's busy with stuff. In my case copying 300GB between an IDE drive & an IDE RAID5 array and then diffing it afterwards (so lots of I/O interrupts going on, lots of CPU time being consumed). I'm assuming it's the timing loop in the keyboard scan not getting enough of a look in and making invalid assumptions about when the key was released.

So maybe you've got a process somewhere that's going CPU intensive?
