Most ISPs that supply DSL do not give you a fixed IP address (you get a DHCP
address). Many of them won't give you a fixed address and those that do may
charge per month for it.

A further warning on DSL is that the speed is asymetric, fast down, much
slower up. 640K down, 70K up is typical. 70K is not a whole lot better than
a normal phone.
