If the highway isn't limited-access outside of town, I'm not sure it should be trunk to begin with -- but there are other factors to consider in that decision. As for whether to downgrade it in town, I could go either way, but I might be more inclined to do so if the urban undivided section is of significant length, or if there's a freeway that makes a good bypass of the section which might be downgraded.
