I had this problem once too.  You have to make sure you start your X-server before you 
ssh in to the other machine.  If that doesn't work, you might reinstall cygwin with 
everything.  The default install is very bare-bones, and I don't remember if it 
included the X-server or not, so you might have to explicitly select it.

He needs to have X installed on his WinXP box.  There is some way to do
this so it works nicely with cygwin, but I don't know how.
