It's not broken by default, you pick how you want it to behave when you
install it. If you choose the wrong option *for your situation* then it
would *appear* to be broken. The installer is pretty explicit in the
behaviour of the options, and it's a one time thing. I wouldn't consider it
*broken* by any stretch of the imagination. Awkward, annoying? perhaps;
broken? no.
