Hi John.
Regarding the content, it's already in Contributor Guide.html in the
NH repo. My personal preference is to have documentation about the
source code in the same place as the source code. I do see your point
about making it easier for people to edit, though pull requests for
the contributor guide are naturally accepted as well. I'm certainly
open to alternatives if people feel they're more beneficial.
