My first guess would be too much air.  Hondas are characteristically
cold-blooded (carbs set too lean) from the factory.

The fix is, first tear the carbs down and clean them meticulously.
Then set the fuel mixture screws about 3.5 turns out from closed.

You should get better throttle response from that.  You can tweak for
performance, from that point.  Maybe think about Factory Pro rejet kit
for better response throughout the rpm range.  Be prepared for fiddly
foolishness in the meantime.  Carb work is more trial and error than
exact science.
