I know you cleaned the carbs four times... but this is what I'm going to suggest - It sounds to me like it could be an issue with the Main circuit in the carbs... The Idle and Off-idle (transition aka accelerator pump if you have one, but my 650 does not) will get the bike from idle to around 2K or so, but then it would need the help of the main circuit. Since you're getting past 2k, it is likely just one one or two carbs having the issue... you could have a stuck float in one of them. Perhaps you could tap the bowls while revving and see what happens?
