I just the top end on my '83 650. As stated, there is no torque spec for these bolts in the service manual. As they don't do much other than hold the plate down, I cranked them down pretty good compared to the relatively low spec values for the rest of the bolts. As long as you don't strip the thread your fine. Bolts holding something down like the head, valve cover, or camshaft make sense to me to use a torque wrench because you don't want any variation that could asymmetrically squeeze two finely machined mating surfaces. But these bolts? Who cares!
