I see Dan is the one that needs some help with calling, eh? There are a couple of options for you, depending on where his daughter's location is, and the country code the telephone she uses is.
One option is to use a prepaid phone card with the likes of AT&T, BT, and such that are in stores now. Then one dials the 800 access number and pin then the number. Much cheaper than through the operator or by direct dialing. Another option is to pay Google via their Google Voice scheme by using your credit card to add voice credits. One then dials their Google Access Number, and pin, touch '2', and dial the number. One additional perk is the mobile telephone application, 'Google Voice' allowing one to choose how to route the calls. Yet another option is to pay for a SIP / DID / POTS number from a servicer, and go that route, assuming you don't want to build your own asterisk box. One would need an SIP phone, an open tcp/ip port number on your network. Once service has been procured, one would dial their POTS dial out access number, and the telephone they would like to ring.
