I believe he is indicating that because there is a tarball already in circulation [1]_ (even if it doesn't exist on savannah today) called nmh-1.1.tar.gz, that releasing 1.1 would be confusing. Therefore, the MINOR number of this new version should be bumped to 2 making nmh-1.1-RC4 nmh-1.2-RC4. Even if it's an "artificial" version increment, it'll make it clearer to grep for upgrades in light of the 1.1 "confusion".
