   This exception is intended to handle all generic user input errors, 
including, for example, incompatible licenses. Should it still be moved to the 
cluster-management module?
   
   > ...We have misconfiguration on our hands rather.
   
   In this PR, a specific type of misconfiguration is being treated as a user 
error. Can we instead define a separate sub-class for this scenario, since 
error-handling will remain the same as for invalid user input?
