If kyuubi.engine.share.level is disabled on the client side, it will be
difficult to be compatible with the historical version. On the kyuubi Server
side, we may change kyuubi.engine.share.level = user to
kyuubi.engnie.{spark|trino|...}.share.level = user according to the engine
type, which may be a better way
