Added changelog and test.
I was unable to verify the test at the moment because of the following error:
```
[ERROR] Failed to execute goal
org.apache.maven.plugins:maven-surefire-plugin:3.0.0-M9:test (test) on project
log4j-api-java9: Requested toolchain specification did not match any configured
toolchain: {version=[9, )} -> [Help 1]
```
With the following java version (I am using sdk man):
```
$ java -version
openjdk version "17.0.5" 2022-10-18
OpenJDK Runtime Environment Temurin-17.0.5+8 (build 17.0.5+8)
OpenJDK 64-Bit Server VM Temurin-17.0.5+8 (build 17.0.5+8, mixed mode,
sharing)
```
