@matthiasblaesing agreed to running with same logic as most other labels for now (`nb-javac` or `ci:all-tests` labelled PRs, plus non-PR runs). Let's see how that goes - false positive failures or resource issues and we pull the non-PR tests during the release. btw - there wasn't an "approval" from me, just not standing in the way as long as it doesn't cause issues.
