I see your point about #837 now. That code could make snapshot data not be readable by Akka nodes. We possibly need an enhancement to allow #837 changes to be turned off by users who have mixed Akka/Pekko clusters. The docs are trying to tell everyone that they need to set up a test cluster to trial out the migration before they go anywhere near pushing through this in a production cluster.
