Final scope/CI checkpoint: independent review found no blocking implementation issues; canonical zone-pinned branch matches this published head. Hosted pre-commit and all 20 testcontainers jobs pass. Full unit suite remains pending; overall CI is not green. Actual migration-startup logs report Multiple head revisions on unchanged master (`c7f53d184ea2` and `88a01c781622`). Separate baseline repair is tracked as SC-121019, not folded into this driver PR.
