Well, it was actually the other way about. But I can help - see further below.

Both. We can assume the tension in the latter to be virtually zero. and the 
former to be relatively low since these are baroque knickers.
Tension can be measured in Newtons so perhaps we can assume that low tension is 
represented by Low Newtons.

As you said earlier:

Which explains the connection with possibly less-than-perfect clarity.
