Actually, all the stuff is in there for at least a 1st approximation. I did the I18n work two years ago.
Look at the article in the FAQ and there should be a minimal discussion in the back traffic for this list. Note that I deliberately decided NOT to make ntop itself I18N nor to support language files and tags, but rather to give you the option to select your language in the output, by building native language pages which would incorporate the ntop data. That way you could support 3 languages on a box based on the audience, w/o forcing all of ntop to be I18N.
