Jon,

I think you got things a bit mixed up.  You cannot, repeat cannot, have a
Windows 2000 BDC on an NT 4.0 network.  They don't exist.  Once you install
a Windows 2000 DC, you are running Active Directory.  You can still have
downlevel NT 4.0 BDC's, and the W2K DC will act as the "PDC Emulator", but
understand that.  Also, what is recommended, or at least one of the
recommendations, is as I stated before, to upgrade your current NT 4.0 PDC
to W2K, which will also install AD during the upgrade process and keep all
user accounts and such intact.  You then go from there.

I will offer this from my reading doing a dcpromo will indeed install AD
but... will not go native 2k.  W2k assumes you are running a mixed network
anyway.  I also read that upgrading an existing NT4 machine was best done by
blowing off NT and reloading from scratch W2k.  MS recommends after setting
up a W2k BDS on an existing NT4 network you shutdown the PDS (NT4 machine)
and allow the W2k to work as a PDS.  You should have a couple of days to
test out the waters before committing to this.  If it all crashes turn on
the PDS allow the BDS to update the PDS then shutdown the BDS.  You will be
back to a NT net.  Good luck though.  I never tried it I just took every
thing off line brought up the new PDS (W2k) and brought up the rest of the
network.
