Yes - but when you maximise the window is fits to the only currently
available screen (i.e. my visible laptop screen). If you Minimise it, it
drops to the task bar as usual. But if you Restore it, it goes back to
its original position (i.e. off screen) and looks like it has been
Minimised because the only thing you can see is the task bar item.

This may not be exactly what is happening (although a restore to a
previous desktop might solve this as well) but is looks like the same
symptoms.

I often see this after I've been using a laptop with a secondary screen.
After undocking the laptop and booting it up again, any applications
that were last running in the second screen when I shut down (and are
set to open in the last position they were in) are then opened up "off
screen" and you cannot move them with the mouse. The only way to get
them onto the laptop screen is to use the keyboard methods mentioned.

Which part of that document solved your problem? It seems to be
describing how to resize a window using a mouse, or alternatively, the
keyboard. There isn't any problem there that I can see...
