It is a PM's responsibility to make the projects conform - as much as is possible or reasonable - to PMBOK.
I work daily with MOF (solutions - operations) and MSF (solutions - development) (Microsoft's views on PMBOK) and I can say that, while the PM must adjust to each individual project, the general concepts of what must happen for successful projects are consistent. It is NOT POSSIBLE for all projects to be successful unless management is also willing to buy into a PM methodology that works. Regards, Michael B.
