Many defense contractors have to hire positions based on degrees -
reasonable or not.  Sometimes even for OH positions, usually though for
revenue positions.  Yes, those positions have salary banding based on
degree - even if the degree is not related to the function.  I saw one
company that had a Phd in chemistry, working a farily entry level help
desk.  They needed a Phd quota.  The guy made 3-4x what the position
warranted.

I agree with David,  in the OP's situation, it was the company decided to
not hire for some reason, and the given excuse was just the first thing
they came up with.  It was easiest.
