I don't see why that's a challenge for designers. Designers can choose what they want to design for, and do that. Just like they always have.
If they want to design something that's completely standards compliant with all the latest standards (and screw the viewing experience of people with older browsers) they can. If they want to design using lowest-common-denominator, they can do that too.
