We did find this page and we ended up installing IE9 since that's what it says to do for 2008R2. The admx file is loaded in Windows\policy definitions however, I should have been more specific, we are looking for group policy preferences for IE9. We do not see an option for IE9 in preferences only IE 5 or 6 IE 7 and IE8. We are trying to do what we successfully did with GPP and IE8 which is to add a trusted site and to enable active content to run from my computer.
