You can fill out an application for a non-profit status with Microsoft and hope that you get it. If you do get the status with MS, the cost of Publisher would be less than $30 per copy. Sorry, I don't know where to find that form for MS, but I'm sure a Google search would get you the information. Alternatively, Open Office is a very good option.
