No, you have to be admin to update any program except Chrome, which installs in %APPDATA% and is completely writeable by the user who install it. Now if you had installed Firefox in %APPDATA%, each user would have a separate installation but they could update their own --- and when Chrome or FF gets 0- day-holed, so would their browsers. There are reasons why users can't update applications.
