on the federal level, line item veto is illegal because a bill is passed by 
congress to be signed or vetoed. Guess states have different rules.

As does a mandatory balanced budget with a line item veto.  Florida is the
lowest paying state in the union and both come into play.  We survive only
on sales taxes.
