Actually Kurt, there's pros and cons to both ways.  Having the 2/3 majority 
rule has put us in a really difficult position in trying to honestly fix stuff 
too.  It allows the minority to have a huge amount of power, and allows them to 
derail even things that have the best of intentions...

True enough, but given the foolishness pulling in so many directions
at once, a requirement for a supermajority makes sure that a lot of it
cancels itself out.
